With the rapid development of digital technology, digital sovereignty is increasingly playing a crucial role in national competition. However, despite the growing strategic value of digital sovereignty, its theoretical framework has not been fully elucidated. This study first proposes that digital sovereignty refers to a country's autonomy and control in the digital domain, and further explains it from the dimensions of cyberspace, data, and digital technology. Subsequently, by analyzing the digital sovereignty strategies of countries such as the United States, Europe, and Russia, the three core elements that influence the construction of digital sovereignty are clarified, namely national strategy, digital technology development, and digital trade. Finally, measures for China to build digital sovereignty are proposed, including promoting international legislative practices on digital sovereignty, enhancing China's leadership in international organizations, strategically developing technology cooperation and technological autonomy, and forming an international cooperation landscape for digital trade. |
