There is a lot of controversy in the academic circles about whether the vertical management system of environmental protection departments can improve the efficiency of environmental governance in the long run. Exploring the changes of "Tiao-Kuai relationship" in the process of environmental protection vertical reform and its impact on the efficiency of environmental governance has become an important issue to improve China's environmental governance system. Based on the control theory and collaborative governance theory, this paper constructs an "Authority-Collaboration" analysis framework to explore the changes in the authority of "Tiao" in the process of environmental protection vertical reform and its impact on the collaboration of "Tiao-Kuai". Combined with the case analysis of environmental protection vertical reform in Sichuan Province, it is found that the vertical reform brings about the paradox of "Authority-Collaboration" of the Tiao-Kuai relationship, that is, while the authority of local environmental protection departments is enhanced, the collaboration of environmental governance is significantly reduced. The emergence of this paradox stems from the lack of performance incentive mechanism, imperfect construction of resource sharing platform, ambiguous division of rights and responsibilities, and lack of internal and external supervision, which has policy enlightenment significance for further deepening reform. |
