Artificial intelligence generated content (AIGC) has triggered a global AI development competition. How to effectively regulate and deal with the various risks of AIGC has become an important issue in the field of public administration.This study sorts through six categories of risks which may arise in AIGC. Applying the principles of agile governance to the regulatory process of AIGC, this paper develops four agile regulatory mechanisms for dealing with AIGC risk and five agile regulatory mechanisms for regulatory spillover risk when we facing the inherent contradiction between AIGC regulation and innovation. In the process of AIGC regulatory, agile governance not only ensures the safety of AIGC in the "regulation" track, but also maintains the autonomy and advancement of AIGC in the "innovation" track. In the future, agile governance can be more widely used in the regulation of AIGC derived products, and maintain the dynamic stability of the AIGC balance of "security" and "development", which may enable AIGC to empower the society. |
