摘       要：

微观数据视角对于科学解读政府数据治理能力及其效果之间的作用机理具有重要价值。采用问卷法对2456名政府数据从业人员进行调查后的实证研究结果发现：（1）在控制性别、年龄、教育水平、月收入及居住地等变量后，政府数据治理能力对数据治理效果具有显著的正向预测作用；（2）数据治理方式在数据治理能力与数据治理效果的关系中起中介作用；（3）数据产权在数据治理能力对数据治理效果的影响作用中起正向调节作用。研究结果对政府管理者从数据治理视角提升数据治理能力、改进数据治理方式和完善数据治理效果有一定政策启示。

Abstract： The micro data perspective is of great value to scientifically interpret the mechanism of government data governance capabilities and their effects. After surveying 2456 government data practitioners using the questionnaire method, the empirical research results show:(1)After controlling variables such as gender, age, education level, monthly income, and residence, government data governance capabilities have a significant positive predictive effect on data governance effects;（2）Data governance methods play an intermediary role in the relationship between data governance capabilities and data governance effects;(3) Data property rights play a positive regulatory role in the influence of data governance capabilities on the effectiveness of data governance.The research results have certain policy implications for government managers to enhance data governance capabilities, improve data governance methods, and improve data governance effects from the perspective of data governance.
