As a kind of sinking state of public management, public services and public resources, grid management plays an important role in grass-roots social governance. In the process of practice, the grid management mode has achieved innovation and diffusion in application fields and methods, and the offshore grid management is a typical example. S street in Qingdao focuses on offshore grid management and is committed to building a maritime social governance system of "Party committee leadership, Department linkage, Social participation, Land and sea overall planning, Coordination and efficiency", forming a maritime management mode of "offshore grid + smart fishing port". Based on technology, this model realizes the marine transplantation of land grid. Through field investigation and interview, this paper analyzes and explains the practical cases according to the collaborative advantage theory. This model has the collaborative advantages of “tiao&kuai” collaboration, resource collaboration and technology collaboration, and has achieved remarkable results in improving the management efficiency of offshore fishing ports, improving the service quality of fishermen, and preventing offshore safety. However, from the perspective of development, this model also has the synergy inertia of insufficient coordination, insufficient participation of social forces and difficult technology promotion. Therefore, it should be optimized and improved by establishing a coordination mechanism, absorbing multiple forces and breaking through technical barriers, so as to maximize the synergy and make this model better adapt to and serve the maritime social governance. |
