摘       要：

公民电子参与是公共管理领域的新兴议题。如何提升公民电子参与水平是公共管理学者和实践者关心的重要议题。本文在阐释公民电子参与的概念内涵的基础上，着重讨论了公民电子参与的困境与影响因素，并在此基础上提出新时代提升公民电子参与水平的策略，包括增进官民间信任，形成政府与民众互信的良性循环；增进公务人员对待电子参与机制的积极态度；加强公务人员的技能培训与教育，提升其使用电子参与平台的能力；发展电子民主，促进公众电子参与。

Abstract： Citizen e-participation is a new issue in the field of public administration. Enhancing the level of citizen e-participation is an important issue concerned by scholars and practitioners of public administration. On the basis of explaining the concept and connotation of citizen e-participation, this paper focuses on discussing the difficulties and influencing factors of citizen e-participation, puts forward the development path of enhancing citizen e-participation in the new era: enhancing the trust between officials and the people, forming a virtuous circle of mutual trust between the government and the people; Enhancing civil servants’ positive attitude towards e-participation mechanisms; Strengthening the skills training and education of civil servants to enhance their ability to use the e-participation platform; Developing e-democracy and promote public e-participation.
