摘 要: |
“十四五规划”明确提出,“依托人工智能等前沿领域,提升社会治理智能化水平”。因此,如何推动各级政府部门适应“AI+”政务服务的转型,就成为人工智能时代加强社会治理创新的一个重要议题。基于这一背景,本研究在技术-组织-环境(TOE)框架基础上,运用模糊集定性比较分析方法,以我国31个省级政府为案例样本进行组态分析。研究结果表明:当前省级政府政务服务智能化建设可能存在十条生成路径,可概括为综合驱动、技术驱动、技术-组织驱动、环境驱动和组织驱动五种模式。上述结论有助于加深对政务服务智能化发展模式的深入探讨。 |

Abstract: |
The "Fourteenth Five-Year Plan" clearly states that "relying on cutting-edge fields such as artificial intelligence to improve the level of intelligent social governance". Therefore, how to promote government departments at all levels to adapt to the transformation of "AI+" government services has become an important issue to strengthen social governance innovation in the era of AI. Based on this background, this study uses the qualitative comparative analysis method of fuzzy sets on the basis of the technology-organization-environment (TOE) framework, and takes 31 provincial governments in China as case samples for configuration analysis. The research results show that there may be ten generation paths in the current intelligent construction of provincial government service, which can be summarized as four modes: comprehensive drive, technology drive, technology-organization drive, environment drive and organization drive. The above conclusions are helpful to deepen the in-depth discussion of the intelligent development model of government services. |
