With the deepening of digital-intelligent transformation, Chinese digital government construction is benefiting from emerging information technologies, such as big data, artificial intelligence, blockchain, and metaverse, meanwhile, it is also threatened by security incidents, such as data leakage, excessive collection and illegal use. As a process of parallel integration and development, the digital-intelligent transformation has endowed a brand-new connotation of the times for the government data security governance based on its feature of fluidity, intelligence and dynamics. Therefore, we proposed the core concepts of government data security governance under the digital-intelligent transformation context: diversified co-governance based on liquidity, good governance of scenarios based on intelligence, and platform-based lean governance based on dynamics. In addition, in order to implement the above concepts well, it is necessary to pay more attention to building a borderless data security emergency response system, a data security training system based on human risk, and a closed-loop security governance platform based on the data life cycle. |
