Digital government has been the hotspot of the field, but the discussions about its past history, current status, key challenges and future development have not yet been fully explored. In this article, we explored the concepts about digital government, reviewed the historical development of digital government, and examined the key risks and challenges of digital government. Digital government means creating a new form of government by using digital technologies. It is different from e-government in aspects such as technologies, scope, and purposes. China’s digital government is characterized by five aspects: late-mover advantages; interregional disparities; dynamic supply-demand interactions; simultaneous centralization and decentralization; and digital transformation is under way. We examined how digital government can facilitate China-style modernization, and discussed the future directions of digital government in China. |
