Sustainable development has become a significant strategy for social-economic development of a large number of countries worldwide. Due to many development bottlenecks, multi-ethnic border areas have long been trapped in poverty and backwardness. This critical issue impedes the realization of the global sustainable development strategy. The scientific problem of this study lies in how to shake off poverty and realize "economic-social-environmental" coordinated and sustainable development for the multi-ethnic and underdeveloped border areas. Based on the Logical Framework Approach (LFA), this paper formalized a sustainable development roadmap model for multi-ethnic and underdeveloped border areas. According to the typical development problems encountered in those areas, the roadmap model was designed from four hierarchical levels of sustainable development, including inputs, outputs, purposes, and goals. The triple bottom line of sustainability economic, social, and environmental dimensions was integrated into the roadmap model. To validate the feasibility and effectiveness of the developed model, a case study of Lincang City was conducted, which is one of the national sustainable development agenda for innovation demonstration zones in Southwestern China. Main findings indicate that developing an economic system with open, cultural-tourism integrated, and green-oriented features is capable of alleviating regional poverty. This can be achieved through providing policies, funds, and organizations; enhancing interconnectivity; developing resources with ethnic characteristics; developing environment-friendly industries; and enhancing technological innovation. The roadmap enables multi-ethnic and underdeveloped border areas to pursue comprehensive and coordinated development of economic, social, and environmental sustainability under the poverty alleviation strategy. The findings can serve as theoretical guidance and practical demonstration for 2030 national sustainable development agenda for innovation demonstration zones and poverty alleviation efforts in China. |
