Nowadays, the new generation of information and communication technologies ( ICTs ) isconstantly reshaping the field of public governance and affecting the behavior of various stakeholders. Digitalgovernance is bringing major changes to traditional governance. However, limited studies have disclosed theprinciple of digital governance. To fill this gap , this case study investigates and validates the principle of digital governance from two perspectives, i.e., technology enabling and technology empowerment. The resultsshow that digital governance is a kind of comprehensive process including both technology enabling and technology empowerment, each playing a different role. Specifically , technology enabling improves the capabilityof different governance subjects to achieve their established goals , while technology empowerment promoteschanges in the power status of governance subjects. Consequently , technology enabling and technology em-powerment integrate with each other and enhance governance effects. In different fields , the principle of digital governance has three main types , including technology empowering government/public , technology em-powering enterprises + government empowering enterprises, and technology empowering enterprises + technology empowering enterprises. Through technology enabling and technology empowerment, digital govern-ance has realized the optimization , iteration and transmutation of traditional governance. |
