The construction of "uncertified city" is a key link in the systematic project of government administrative system reform, and also a powerful way to use Internet technology to force government process reengineering and improve efficiency. The post-reform of the information commitment system as the administrative technical standard and the post-reform of the information technology enabling system of "one run at most" is faced with the problems such as incomplete certification cleaning, imperfect long-term mechanism and untimely data sharing in the early reform process. The construction of "unproven city" is a technology-based governance method that can continuously leverage the return of government functions, standardize the operation of government power, force government process reengineering and promote the construction of digital government. Organizational debugging of functional restructuring and technical updating of business process reengineering are both key aspects to improve governance ability. However, there is an adaptation process in the governance organization system, which is not as significant as the application of technical means to restructure business process. Therefore, it is necessary to find the password of the possible inter-departmental collaboration in the integration of flexible technology and rigid system. The key is to adhere to the technology application as the drive, system coordination as the guarantee, cultural reshaping as the guidance, based on power and technology pressure, to solve the information data barriers in the process of traditional reform, poor cooperation and other contradictions and problems, and promote the process of government digital transformation forced by technology. |
