After nearly ten years of practical exploration, smart cities have still exposed amounts of dilemmas that are difficult to break through in China. Driven by the vision of“smart society”, the construction of smart urban agglomeration provides new ideas for breaking the bottleneck of smart city construction and promoting the phased realization of a smart society. Starting from the inherent logic of the theory of holistic governance, this study conducts a theoretical interpretation of the connotative characteristics of smart urban agglomerations, and analyzes the triple logic of holistic governance and the construction of smart urban agglomerations in terms of value orientation, core mechanisms and governance tools. At the same time, combining with the actual pattern and development advantages of the seven major domestic urban agglomerations, this study proposes the three-stage advancement path of “point integration-line coordination-field diffusion”for smart urban agglomeration which includes improving the overall smart construction of urban and rural areas, building a foundation for two-way interaction between multiple subjects, and forming a function-oriented overall regional coordination and linkage model. The study contributes to explore the development context of smart urban agglomerations in phases and focus, and give full play to the technological innovation and application of smart urban agglomeration in regional economic and social construction. |
