学报首页 >> 期刊浏览 >> 正文  标    题： 基层政务新媒体在社会治理中的价值及其影响机制（创刊号）（2022 第1卷 第1期 8） 作       者： 刘鲁宁，刘勉，刘仁辉，万勇 文章栏目： 数字治理与政策 摘       要： 当前研究中关于基层政务新媒体对社会治理的赋能作用已有许多讨论，但对于基层政务新媒体自身的价值及其对媒体良性发展的影响则有待进一步的研究。本研究认为，在基层政务环境下，新媒体表现出政治性、公共性、公益性价值，但其具体意涵及面临问题与高层级的媒体并不相同，基层政务媒体具有一定优势但也面临着资源、经验等困境，其主要制约了政治性和公益性价值的发展。需要将自身价值和区域特色相融合，将媒体运作深度嵌入区域治理之中，创新驱动价值发展。本研究使用必要条件分析，发现基层政务新媒体的政治性、公共性、公益性价值是广泛宣传的必要条件，而公共性是深入宣传的必要条件。在此基础上，本研究使用定性比较分析，结合组态结果和案例实际情况，发现基层政务新媒体应当以公共性价值中的多元治理为核心，增强党建宣传的区域特色化与原创性，加强新闻服务的实用性以提升基层政务新媒体的传播效果，从而推动自身良性发展。尤其对于人口较多、经济较发达的地区，更加应该重视政府治理的相关宣传内容。本研究有助于深化对我国基层政务新媒体在社会治理中价值的认识，为基层政务新媒体的运营实践提供启示。 关  键  词： 社会治理；基层政务新媒体；必要条件分析；定性比较分析；文本挖掘 Abstract： In the current research, there have been many discussions on the empowering role of grassroots government new media in grassroots governance, but further research is needed on the value of grassroots government new media and its impact on the benign development of the media. This study believes that in the grassroots government affairs environment, new media show political, public and public welfare values, but their specific connotations and problems are different. Grass roots government affairs media have certain advantages, but they also face difficulties such as resources and experience, which mainly restrict the development of political and public welfare values. It is necessary to integrate its own value with regional characteristics, embed media operations into grassroots governance, and drive value development through innovation. Using the necessary condition analysis, this study finds that the political, public, and public welfare values of grassroots government new media is a necessary condition for extensive publicity, and public value is a necessary condition for in-depth publicity. On this basis, this study uses qualitative comparative analysis, combined with configuration results and actual cases, and finds that grassroots government new media should focus on multi-governance in the public value, enhance the regional specialization and originality of party building propaganda, and strengthen the practicability of news services. These can improve the communication effect of grass-roots government new media, thereby promoting its own development. Especially for areas with a large population and a relatively developed economy, more attention should be paid to the content of publicity related to government governance. This research helps to deepen people's understanding of the value of grassroots government new media in social governance, and provides inspiration for the operation practice of grassroots government new media.
