Risks in a new form and with new characteristics raise new requirements for the means and tools of emergency management. With the arrival of the fourth industrial revolution, information technology promotes industrial reform, making the application of artificial intelligence important for improving emergency management efficiency in China. This paper begins by explaining the comparative advantages of artificial intelligence and how it enables emergency management. Our research applies crisis life cycle theory and disaster resilience theory to build a case analysis framework, and sorts out the specific applications of artificial intelligence in public crisis events, which clarifies the effectiveness of intelligent technology in emergency management. Meanwhile, since artificial intelligence has the dual attributes of governance means and objects, this paper also identifies challenges that may be caused by the application of technology, such as ethical risks, insufficient legitimacy, and effectiveness of policies, digital Leviathan, and value conflicts. The future outlook and policy implications of artificial intelligence technology for emergency management are also proposed in this paper, including promoting technology development, strengthening technology regulation, reforming government concepts and methods, improving the forms of social governance, etc. |
